Skipping most of it, I saw Ozpin fight Mercury. As you would expect, he wielded his cane. But the real clincher is his semblance: Spatial Manipulation? I remembered him empowering a student with a spherical shield...which didn't lased long because Mercury is based.
Anyways I remember that the fight ended with Ozpin limping on his cane, the student in critical condition and Mercury driven away. A "butterfly" lands on one of the broken windows and flattens to reveal itself as a paper cut-out of a gingerbread man (again, another demonstration of his semblance.)

I think it was actually a pretty effective speech, and may well have long-lasting influence on the citizens depending on how things play out.
Cinder does raise some very valid points. Why would Atlas want a weapon disguised as a girl? Who's that meant to deceive? And why are two high-profile Beacon students being so brutal? Those are the sorts of controversies that get people really riled up.
She also says some stuff along the lines of "these people can't protect you", which the breach proved and the huge attack is certainly proving right now. However things go, people are not going to feel as safe under Ozpin and Ironwood anymore, and Cinder is rightly capitalising on that.
If Cinder's conspiracy is exposed, then the speech will lose some of its power. But even then, a lot of it will still ring true.

But then why the weapons and super strength? She was clearly designed from the beginning to be a military unit, and a powerful one at that. Her arsenal arsenal goes way beyond what would be needed to fight Grimm and borders into the frightening if you think about it. Why would an android Huntress have to be capable of restraining and vaporizing an armored airship? Just designing an artificial sentry is one thing. Making it look & act human, have an absurdly powerful yet easily hidden weapon system, and the ability to fight small armies single-handedly is beyond overkill.

Well, with Ironwood trying to tell Oz "he can explain", there's clearly an underlying idea here. Maybe not this season, but there will probably be a talk with Oz and Ironwood about this whole situation, because I feel like those two characters are building up to airing some dirty laundry.
Penny said she was meant to "save the world", I'm guessing it has to do with the operation of Cinder's faction and the Maidens, which Ironwood was in on. Ironwood wants regular people to be safe, and seems to have some objections with the nature of academy's sending relatively young people out to fight - maybe the idea with Penny is to build a combat automata which can be both an effective tool against Grimm while still remaining empathetic with people. A guardian figure who isn't intimidating or imposing, but who under normal circumstances is much more powerful and resilient than a Hunter might be.
Also, while the implication is that she has an aura transferred in her is clear, we've never actually stated that. We don't know for sure if she was built with the complete arua of a person or even if it was a person. Penny might have been filled with small adorable animals. She has a human form because in order to identify as a person, she must see herself as a person.
