He's one of those villains who can't really win without fucking the entire world/setting/status-quo up, the poor bastard. Can't even kill off some of the heroes, because money of course.
The big two could really benefit from having their stories progress naturally from a fixed point in time, really. Then you could have villains like this act more effectively, with the consequence spanning indefinitely.

Thats the thing, Big DC stories are usually fables, they are about light and shit, they are not humanistic stories. Take Final crisis as an example and the journey of batman and superman, their stories are about how the very idea of a superhero (superman) or the idea of heroism (batman) can face a situation that is impossible to win, they keep being heroes and their will and the meaning of being superman and batman end up reshaping the events, Superman literally goes outside the multiverse using a fictional suit to face the darkness that feeds on stories. Batman totally outmatched Facing a god, condemned to die refuses to kill darkseid and tries to save Turpin by shooting darkseid at the shoulder, his journey is to go back in time, as a plan of DS to end all heroes, turning Batman will to live in a weapon, infecting him, and yet he, a human can have a happy ending, he uses his friends to save himself.
That's why Darkseid sucks as a villian in stories like JL origins, he is not just a brute, he needs to be a god, a ultimate challange to the heroes, not just someone to punch but someone that puts the very notion of heroes winning in danger.

I'd love a Darkseid series about managing the shitbirds on Apokolips, conducting experiments in psychology, philosophy, economics that the Nazis couldn't begin to dream of, mercilessly crushing would-be superheroes and rebellions and publicly executing their leaders (even though he organized their whole shtick behind the scenes), and deftly outmaneuvering New Genesis attempts at diplomacy/subterfuge.

Bull shit they're not. The further you go out in scope in DC crises and events, the more human-centric the themes are. Superman is able to punch out a vampire feeding on the Multiverse because WE are behind him rooting to win. Ultimately the things that determine how the universe runs are not impersonal physical laws of nature, but very human-centric, intimate truths about the nature of humanity and our place in its story.
Compare it to Marvel, where the bigger in scope you go, the more nihilistic and uncaring towards humanity the universe tends to get.
