no sorry late 90s aren't true 90s, because these shows grow up more in the 2000s than in the 90s. ( 1998-1999 aren't 90s, also a little of 1997, practically the same shit for 2008-2009 in the 2000s ).

i have another exemple, the pokemon anime is from 1996 but it was aired in the western world for the first time on the late 1999, and become very popular in 2000, this shit isn't really 90s.

same shit for cartoon network. ( only the early seasons of dexter's lab, johnny bravo and cow & chicken are 90s )
