Anne of Green Gables! I loved the book and the cartoon. Well, it was made by Miyazaki. So I suppose it's actually an anime, but it's such a good one.
I haven't read the book this was based on, so I'm kind of unsure if it was actually a children's book.

Chuck Jones did some really good Jungle Book adaptations. Rikki Tikki Tavi, The White Seal, and Mowgli's Brothers. He also did a very good Christmas Carol cartoon.
Oh and the feature length Phantom Tollbooth movie.
