It's not that Wendy's one year older than Katarra by itself, it's the amount of the gap. When Wendy becomes an adult, Dipper will still be 15. When Dipper becomes an adult, Wendy will be able tp drink legally. When Dipper can buy alcohol, Wendy may already be in a serious relationship.
It also has to do with the universe it's set in. In Avatar, these kids not only are able to go out in the world for themselves, they have to. The plot is dependent upon them being kids trying to save the world from evil. Gravity Falls is set in a real world analog, meaning all the real world responsibilities and restrictions come crashing down on them. It's more about their life experiences being in different stages. Wendy will be a... probably not totally, but mostly independent adult making mostly independent adult decisions for 3 years before Dipper. Then when he thinks he's caught up, Wendy's already moved on to the stage where she can drink (legally) and has to actually start learning to be responsible or fuck her life up. The three years between them turns out to be just enough to put them in totally different stages of their lives until Dipper reaches full, independent grownup status. Dipper could probably skip a stage to catch up but why should he? For some girl? He'd be missing out on some good years.

The comics are a direct continuation of the series, so no, i don't think i have to be all that wary. Things that happen in the comics should be fully considered, one example is Republic City from LoK. The reason to its creation is explained and shown in the comics. So for me the comics are pretty damn canon. That's why i think Sokka is a beta for not at least hanging out with Ty Lee.
