For the records Dr Manhattan is overrated and The Silver Surfer is more powerful than him.
They both have bullshit baby magic powers. But the genie is actual magic whereas dr jewyork is supposedly grounded in science.

Well they have a few other similarities as well yknow. Outright the most powerful beings in their fiction, powers having to do with change and control of the nature of things, the nonhuman of the cast etc.
Doc really isn't that powerful, relatively.
Genie can create and destroy matter, alter peoples' minds, pretty much make whatever he wants into reality instantly.
Manhattan can manipulate existing matter on an atomic level but it's not instantaneous, he has to do it as if he's a programmer manipulating code with a text editor.
The most complex thing he created was a giant structure made of a single material and it took him some time to make.
