Saying something like "that's poor game design" when what you meant was "I didn't like that level". Peggy is supposed to be unpleasant and she is a good character because she routinely achieves that end.

Characters need a certain amount of appeal to make them likable or able to relate to even if they're terrible people
A lot of "bad" characters just lack this appeal, so we end up just looking at their actions in relation to other characters and not the character as their own individual.

This is a good example.
Because we connect with certain characters emotionally, we get butthurt when some one we empathize with is shit on without some kind of resolution. If the "bad" character in question gets his or her own motivations and dimension outside of being a dick, we are less likely to react strongly to them.

A lot of the characters that fit these complaints (Some common ones are Peggy Hill, Arthur's sisters, ect) are merely walking antagonistic forces to the main character who may not get resolution.
Compare that to Clay, who is pretty easy to hate at first, but as we go into his past and see how he interacts with people and what he wants from his own life he becomes much better as a character

A character is a literary facsimile. When a character is bad it is because they have been written poorly.

I am saying that when you say the words "she is a bad character" you are saying "she is a baddly written character.

What you're trying to refer to is the person the character is characterizing. Who is unpleasant. However, you're trying to inflate your opinion with pseudo-intellectual phrasing.
"She is a bad character" sounds like a highbrow criticism coming from a well informed adult. When someone says "she is an unlikable cunt" they sound like a 14 year old. It's a rhetorical problem, but every single time an argument like this comes up it is THE point of contention. Do you mean the character is a bad character or do you mean the character is a bad person? And if you mean the later then say the later.

Fisk is compelling and while he is immoral you want to see more of him. Peggy is revolting and we watch her for the payoff of her getting her comeuppance. The reason people complain about Peggy all the time is because that payoff doesn't actually happen all that often and her smug pedantry is often rewarded.

You hit the nail on the head right here. Characters like Peggy or D.W aren't human; they're walking obstacles. They have no personality outside of making life for everyone around them a living hell. But characters like Stan from GF are immensely likable, because he has way more to him than just being a complete asshole.

Peggy Hill is exactly what I was thinking of when I saw this topic.

Peggy isn't even a bad character in concept. Her egotism is meant to be comedic, and is always portrayed as being one of her flaws. The way people act about her is really weird, as if they feel her superiority complex was meant to be justified and that they weren't supposed to not find it a negative quality.

People don't understand that characters can be intentionally written to be unlikable or annoying.
Sherlock Holmes from the Doyle stories is a prime example of a character who is written to be a smug, condenscending, detached prick. But he's also considered to be up there with being one of the most difficult, complex characters for actors to portray properly.

Realistically you need more context to what the character does to be a bad person and what kind of character the show wants to represent them as
Take Bojack Horseman for example, Bojack is a shit person but the show doesn't want to make you root for him, no it makes you cringe as you watch him constantly make mistakes and get into some fucked up scenarios, it makes his character compelling even though he's fucked up
Then take someone like Mabel from Gravity Falls, she spends the Summer acting like a childish brat who cries when she doesn't get what she wants and ends up living in an actual bubble of delusion instead of facing reality while Dipper spends the Summer growing as a person and a character while dealing with the crazy shit thrown at him, but because she is the face of the show, you're supposed to root for her.
It all can depend on what the character represents rather than the person they are

She isn't funny, she isn't interesting, she isn't entertaining. Both Dale and Cotton both are just as awful but are way more fun to watch in how stupid or assholish they are at times. Everytime they appear on I think "lol what have they gotten themselves into this time" everytime Peggy Hill appears I think "Oh god where is the fucking remote". You made a intentional unlikeable character, congratulations but that doesn't mean she good character.
