Guys, I actually have a theory about this.
I used to think it was equally retarded that Soakuh and Katara were white, ESPECIALLY since the rest of the SWT actors were (appropriately) Inuit, but it makes sense IF you consider that the siblings have ancestry from the Northern Water Tribe through their grandmother. In the movie, the NWT people were very white.
