I think that Bill was one of the most unique and fun characters on T.V. in general (animated or live action) until Weirdmageddon Part I, hence his insane and admittedly obnoxious popularity.
Then they really screwed the pooch and had him sitting around doing nothing with none of the bizarre/surreal touches the character had before for two episodes. He became generic and boring. I'm not sure what happened.
Although Toffee is good so far, I feel it's too soon to tell with him. He could easily go the way of Bill once his plan actually comes totally together and be boring/suddenly do stupid shit, I'll have to wait and see.
Scariest, maybe Kilgrave. Great performance from Tennant. Downside is they dragged his arc on for way too long. He should have showed up later in the series. But lots of his scenes were really tense, fucked up, and great.

Bill's best moment in terms of being scary was probably the end of Dipper and Mabel Vs the future, that and the silent credits were great and really dark. The audience reaction was similar to the end of NWHS, I don't think it was as good but it was along the same lines.
There were some good moments in the nest episode but Escape from Reality dramatically scaled down the stakes in a way that seemed really hamfiste. Also Cipher was best when he was fucking around with characters' minds and doing psychological torture stuff, he is a MIND demon, then he barely interacts with anyone for most of the finale arc, even his lame loser "friends." Probably the best part of Weirdmageddon 1 and 2 was him fucking with Ford and Dipper for this reason.

There are a lot of ways to do it, but making their motives subjectively right is a good starting point. I liked Amon (until they revealed who he is) because you could see why people would believe in him.
Toffee is similar since 1) the canon of the story points to the monsters being fucked over the the Mumans. 2) his ambition to lead is backed by his ability to deliver. All he has to do is now is take it too far and alienate the monsters.

I agree, I think another thing was that he had to be more creative then and couldn't just push people around like a common thug.
What made him fascinating was the manipulation part of the sheer sadism and cruelty. For example taking advantage of a sad twelve year old girl in her lowest moment and making her an unwitting catalyst for the apocalypse. Or when he manipulated Dipper by pointing out what was honestly true about Mabel never sacrificing for him but always the other way around, then forces Dipper's body to injure itself repeatedly as soon as he possesses it, and again this is a kid. Or playing up Ford's need to be special and for friendship. It also worked with the show's theme of trust and family to have someone manipulating relationships like that.
So a good Bill scene at least on its face was him reminding Ford he's a freak in the episode before last, or burning the journals to ash in front of Dipper just to break his will, in terms of its impact on the characters. Strangely, what should have been horrifying had zero impact on Mabel, which was shitty all around. And of course, Bill's motives also get wonky and stupid here in terms of not taking out the wheel characters who it seems are his ultimate weakness when doing do would be so easy and not knowing about the force field. Part of the writing weaknesses of the show in general in 2B.

From what I understood, it's really simple right now.
He learned about his Grandfather who was both a Great Jedi and a Great Sith Lord.
Became obsessed with living up to his Grandfather's legacy, and because of this he was easily manipulated into becoming a Sith Lord.
Could be that there's more to it since Anakin's fall was more so out of fear of what would have happened to his woman, but I'm not sure if that was addressed yet.
If the show had more episodes, Bill could have been better, as well as Ford. That being said, I like Bill, he's probably my favorite of the show even, but I think they definitely could have done more with him if they were given the chance.
