Honestly a cool way to do it, would be dust is only reactive when close enough to sufficient other dust, also dust is heavy meaning it stays lower in the atmosphere. So once you get into the high atmosphere there is insufficient dust to be able to function.
The question is what happens to dust when it is used though, does it follow the laws of conservation of matter?

Look at Weiss she can do runes without dust, but the dust makes them better.

No, I am saying the people incharge of the show want to keep status quo, because it is a very common thing in animation to make no significant changes, or to make them very minute and slowly.
Look at the Simpsons as a good example for Status Quo it almost always ends where it began. Or south park, it had a loose continuity, but it also always maintained status quo by hardly moving forward and keeping the same start point.
RWBY has a bit of story going forward but it largely remains very static.

However, they obviously do not appear within human settlements. To me, this suggests two possibilities:
1) There are "Grimm spawn points" of some kind out in the wild, that the Grimm them radiate out from. Maybe these points can be destroyed?
2) They don't have specific spawning points, but something about human settlements stops them from spawning amongst humans. Could be that Grimm spawn within large concentrations of other Grimm? Or that too many humans somehow disrupt their appearence?

That is really all we can do, we don't have the information to make an accurate assessment so it is call theory crafting.

It's possible, but you also have to remember that looking from the characters perspective they would not know to do this, and suggesting it would be insane and basically slaughtering all those bunnies.
But there is definately some relation between Grimm and Humans as Grimm target human and are drawn by human emotions.
They evaporate when they die, hell they might just be manifestations of negative emotions, and spread these negative emotions to 'breed'.

From overuse of Dust well carrying the child the sufferer of this disease needs dust to function normally, without it they can suffer from a wide range of side effects including, hallucinations, coma, seizures, insanity, hemophilia.
And really what ever else you want.
Now this is a disadvantage without actually being an advantage, it also gives you an easy in or out, has dust/access to dust good and fine, does not, well side effects start, you could also introduce them gradually when the need is not met, and do not need to introduce them all even, because it is can not will.
But yeah, as a general rule of thumb never make a disadvantage a huge advantage.
Also I would say the weaknesses are pretty bad, let's examine them.

Can't take too many hits: Well that is fine and all but he has an aura, and that gives ridiculous durability, unless you meant a weakened aura.
His Illness: Already done.
I would cut out the fear of losing friends, that is just a given not a weakness, and can't take too many hits I would replace with a weak Aura.
For other weaknesses, well stuff like, hypochondria, chronic fatigue, homophobia. Are traits that I have given to characters I have written with chronic illnesses. Go look up a list of phobias, phobias can be very minor depending on setting, and a minor phobia can be character building and a flaw without being debilitating.
But really you shouldn't look at it as advantages/weaknesses, you should look at it as traits.
So for this character I would say the traits would be.

Now think about how does he deal with people? Is he outgoing, or is he reserved?
How does he deal with unknown situations?
Does he brashly charge in, or does he tentatively wait?
Where did he learn to fight?
What does he like to eat?
What is his favorite color?
What is his relationship with his family?
How did that effect him growing up?
Where did he grow up?
What was it like?
You need to answer questions like these and formulate who he is around them.
That is how you make a character and not a list of traits.
Then after you answer these you figure out his traits so for instance.
Let's say, at least if I was writing this character I would answer it like this.
How does he deal with people? Reserved
Unknown situations? Wait
Learn to fight? Self taught
What does he like to eat? Soup
Favorite color? Yellow
Relationship with his family? Cordial
How did it effect him? He grew distant from them.
Where did he grow up? City
What was it like? stifling
Now from these I formulate a backstory for this character like.
Pending is a shy reserved boy, he grew up in Vale, and lived a sheltered and coddled life, growing up with Dust Dependency Syndrome, he was frail and reliant on getting dust regularly. He wanted to be seen as an equal to his family members, and their refusal to do so due to his illness created a rift between them.
Against their wishes he applied to [Insert school here] and was able to skim by in the combat exam. He was able to pass the entrance exam because of his self training, growing up he often shunned his family, preferring to spend time alone, he spent this time fantasizing about going out and seeing the world as a hunter.
Without much combat training, and with a desire that drives him forward he keeps pushing himself to do better in spite of his illness and frailty. With his new team he has found true friends and companionship and is loyal to them to a fault, he would put his life on the line for them.

This is a very rough draft I threw together in a few minutes, obviously I would want to refine and fix it.
But you need to look at him as a character and not a list of traits, that is how you make a character as opposed to an archetype.
Now from this you can also characterize more too and not everything needs to be in backstory, if you are writing with your oc you can show these other traits, like favorite food? they obviously default to it and have a preference, and someone could question them on it, then you can just have it be the favorite because it is or if there is a deeper fluff reason give it.
