It's (almost) the opposite. Her bracelets absorb part of the impact of solid objects, so bullets bounce off but not as fast they were shot. But they reflect beams entirely.
Of course there will be variations in different depictions, but she can and has deflected beams.

Serious answer though, Bruce is far more skilled overall than Diana. It's just that Diana has basically perfected a number of extremely simple and effective combat styles, and is able to apply them in ways that no ordinary human can due to her super human abilities.

Didn't Batman basically do what Bruce Lee did and create his own fighting style? If I'm not mistaken, the primary contributors were Tae Kwon Do, Jujitsu, Judo, Muay Thai, Boxing, Southern Kung Fu, Capoeira, and Ninjutsu, with bits and pieces taken from all the others.
I know some writers go with the whole "master of all fighting styles" bit, but I think Batman creating his own by taking what he needed from many different styles makes more sense, and it's just as impressive.
