(If you pay attention when Bruce is going thru the newspapers, you find out that the circus was strongly suspected of kidnapping and sexually abusing children. It was the most interesting thing they have ever done with The Penguin back then. At the time, he was mostly known as that fat guy with the funny accent and the umbrellas. I remember i was so dissapointed when it announced he would be the villain (coming from Burton I was expecting something like Scarecrow or Two Face) but I was pleased with the result.
