Barry is a white collar regular guy with a very kind disposition and a very slight bitchy streak who ended up with super powers
Hal is extremely driven, slightly arrogant, very charming, big hearted, has a hell of a guilt complex, makes poor decisions frequently because he tends to act first, fuck himself over and then have to deal with the consequences later

Barry is meticulous, orderly, reserved, scientifically minded, selfless and compassionate. Chronically late as well.
Hal is a hothead, confident, goes by his gut feeling, stubborn and a thrill seeker. At times is also selfish.
Though if this is trying to imply they don't have a personality, that is false. They just don't have a personality that you can relate to.
Personally I think Kyle is a pussy sometimes and Wally is a dumbass. Waid's Wally could hardly think for himself, I enjoyed when Johns took over and wrote him more scientifically.
I like both Flashes equally, and Guy is the best GL by far.
