What she needs, for real is to have the 90's Era She-Hulk writing crew. With a similar mental overhaul. Mostly have fun with the character, give her problems, of course, but have her be aware that she could seriously just reach over to the next panel and solve any issue (then have her be aware that the writer is fucking with her by making all the solutions separated by more than one panel). Expand Boob window, trim back bottom of the costume a little until more ass is visible, give her a skirt that doesn't really cover anything have her practically forced to wear it though, like she needs to say "Oh, no-no-no way I'm wearing THAT, then have every other piece of clothing she tries to put on shred or burst into flames or burst into shreds, until all she HAS is the skimpier one. Have her keep looking off frame at the reader imploring them to cover her up "with a marker or something. " need to be funny, not serious.

How she has the sleeves, I'd t do the same thing with the legs. Remove the boob window, make it essentially a flightsuit. Then I'd add a house of El crest on the shoulders and have the, um, whatever you call those lines that run along the suit (beading?), the same red as the cape.

Light-hearted, she's obviously broken (per this entire thread). So given the task of "fixing" the character, a little more levity would be smart. Her character is already kind of kek-heavy, why not run with it?
Having a panel where Billy is in front of her while she is laying out some important info/plans and all he's thinking is "Don't stare at them, don't stare at them, don't stare at them, don't - CRAP DUDE, you're staring at them..." then have him make eye contact with her, followed by her flipping her cape forward to cover them. "Can we continue?" She doesn't NEED to be a joke, but the jokes are ALREADY there. Having her RUN with them though, WOULD ultimately improve the books.

I would give the entire Superman Family a post-Crisis make-over .
For me a big chunk of the charm of Superman-I and PowerGirl was their grounding in the Great Depression era.
Go with a classic Superman (one of the most powerful of the time but not all-powerful ala Silver Age)
Clark and Lois return to Smallville to raise their children and teach them how to control their powers.
Clark Junior becomes Superman-II and secretly uses Kryptonian technology to achieve his greater feats as new bigger menaces arise.
Kara came to Earth as a 14-year old but Lois and Clark did not let her become a costumed hero right away.
The Symbio-ship meanwhile was damaged on the way to Earth and the medical tech malfunctioned when Kara got out. Systems re-grew her from her cells and down-loaded brain-engrams that the ship had recorded from her into the new Kara .
She emerged with the same memories but developed a identity issue.. This explained some of her aggression and anger issues.
After a few years of acceptance and support by Lois, Clark, CJ, and Kara, 'Karen" finally matured into her own person.

What if She's not really who she says she is, if the story that she tells is about someone else whom she took the place of. Like she sees the Kara-shuttle launch, and chases it down and jettisons the cargo, climbing in instead. For this many years she's been hiding a secret that she is in fact NOT who she's said she is. It could come about while depowered Clark is ill and needs a transfusion of Kryptonian blood, she's very hesitant at first about outing herself as a fraud, eventually they get her to do a blood test and find out that she and Kal aren't even extended family. We then find out that she is very troubled by the fact that she basically murdered a baby to escape her dying planet and that most of her heroism is directly related to trying to erase the sins of her past. Have it come to a point where she doesn't wear the El family crest because it reminds her of the terrible thing she did. Make it so that her family crest looks like a Swastika so she's totally NOT going to rock THAT emblem.

Either make her deliberately seductive and/or avante-garde or get rid of the boob-window, I say. Stop trying to justify it with weird retcons about "something being missing", stop writing ehr as naively oblivious to the boob window's reputation and effect. Either she's being deliberately provocative for controversy-generating and status quo-challenging reasons (as when she was originally invented as a character) or because she wants sexual attention and to show off her body. Despite what Tumblr likes to say, women don't go around dressed like that just for funsies. Putting on a skintight outfit with a giant boob window and no apparent room for a bra to hold things together, and then flying around and fighting in it, is going to be a major fucking hassle--if she's keeping the boob window, give her a REASON, and one that actually makes sense and acknowledges the editorial reasons and the way the public in-universe must perceive it.
Also, Galatea off of the DCAU had a pretty sweet origin. Maybe just go with that? She was originally a clone of Supergirl, or an attempt to artificially create a Kryptonian for the government or a supervillainous organization or something. Make her a bit more physically imposing (maybe Big Barda style, but more within human norms), keep her stacked (because her designers were perverts and pulled a Tomb Raider on her), maybe throw in something about how she revels in her sexuality or her frank and unabashed display of her body to emphasize that she's not ashamed of what she is despite these origins. I mean, that's not an uncommon empowerment fantasy among women, from what I gather from talking to my female friends, and it'll keep the cheesecake angle and appeal to men.
Maybe have some women or some dude with a good track record of writing women set the tone for the new direction and the character's personality, to help capture the "overt sexuality" angle without making it LITERALLY all the character's about.

Essentially every hero who gains any traction or popularity gets their rationale for their costume dissected. Batman has an entire movie and several comics largely about that. When a costume is conspicuously impractical or unusual (which the boob window is, especially when comic book design tradition has taught readers and viewers of the genre to look to the chest for a character's primary symbol), an explanation or justification helps to make it less distracting.
It also makes for a better character and better storytelling. This is a woman who has chosen this particular outfit to be her uniform in a fight against crime and/or space monsters, and she wears it DAILY, for YEARS. Surely, if she's to be our protagonist and we're supposed to relate to her or gain an understanding of her, that's something it makes sense for us to be interested in and to have explained to us. It's not just because of tits and feminism or anything. We see the same thing with male characters.

Colourful and impractical spandex costumes were the norm for a specific reason, though: Superman was based on circus strongmen in his initial design. They HAVEN'T been the norm for a while, now, though, and as early as the late Golden Age and the Silver Age, people were building stories around them.
However, it sounds as if your problem goes deeper than simply being annoyed at this tradition of (over)analysis. It sounds as if you really dislike the idea of the characters decisions and their world being addressed with any depth or nuance, because it's just "a comic book" and "completely inane", and giving the genre any critical thought or attempting any form of worldbuilding or character examination is thus a waste of time. I would juxtapose Power Girl around women and girls who cannot be saved with super powers from their day to day sorry lives. Power Girl would be to females what Superman is to all, namely boys. Power Girl would represent a free woman who never needs to worry about fear or not being good enough. She's invulnerable to all in a very vulnerable world. Power Girl can wear revealing clothing and walk through the dangerous park at whatever time she pleases unlike other women who can get murdered and kidnapped. Story ends with her on the throne, no one knowing what she'll do with her own empire
