yes Jeser & Silverstein create the concept and writes the characters but Jordan Young made the actual designs for the show.
of course differents artists create the storyboards with their own style, and other animators draw the characters in the show copying the storyboards models ( with some influences of the storyboards ), also there are background designers.

I will admit that Season 1 did have Gay Bash, which was amazing in every sense, I think it's the first episode I ever saw when I was like... 10 or 11, and I remembered laughing at it long enough to look up Drawn Together 8 years later.
But Season 3 has Breakfast Food Killer, the Trapped In Parking Space duo, Wooldoor Sockbats Giggle Wiggle thing, and to a lesser extent Charlottes Web of Lies and Drawn Together Babies.
It's no season 2, but it's still great. Breakfast Food Killer is definitely one of the top 6.
