These two characters aren't comparable. We don't know Maul's upper limits and spidey has done some pretty insane shit even for a super human but there's so many iterations of spidey at various power levels. You just can't compare these two

Yes. It's not even a question, really. Maul is more of a plot device in TPM than an actual person like Spidey but the force is way overpowered vs characters that have no specific defense against it. And Maul had quite a high power level among force users.
