It started out definitely feeling like it was supposed to be a creepy almost Orwellian setting, with things like the centaur girl not being allowed to give a ride to her friend that twisted her ankle because riding a centaur like a horse would be racist and they would get arrested and sent to a reeducation camp.
But it just never actually developed any of the implications beyond "this is what the setting is." That would normally be fine, you can use a setting without being obligated to use the themes that setting would normally suggest, but they get so much focus that the entire series ends up feeling like its about them anyway. And since no statements are ever made, all the characters learning about how anything that even hints at any sort of racism or even preconceptions based on race is literally the worst thing possible ends up reading as the intended message.
I'm still not sure if its supposed to or not, I stopped reading somewhere around the chapter in the snakepeople's city or the extended imaginary/dream sequence, but regardless it was a series with a lot of potential that ended up falling really flat.

I think it's more that the author is more set on worldbuilding than anything else. It's a slice of life with the basic premise being "what if monster girls were a thing, played straight?". The differences in the world are then portrayed through the daily lives of a cast of average high schoolers. The caffeine thing stems from The Word of Wisdom, which says no coffee or tea. A lot of mormons take this to mean no caffeine at all, and it has become sort of a cultural thing.
