That's pretty much how it actually is in the comics. Once he gained allies, did some real good, and began improving Gotham through philanthropy, vengeance ceased to be one of his major motivating factors.
However, Justice League is ostensibly a kid's cartoon. Add to that the fact that it featured a large group of heroes, and it becomes apparent why the creators had to emphasize the most basic character traits of each hero. So children would get it, and so they could each stand out as individuals.
