Pretty good, I'd minimize the ammo pouches. Just give him some surplus clips for his pistol. Make the pants blue...maybe incorporate the clips as some type of tactical vest. Not sure about the black pads...they don't look too bad.

It doesn't, but Tifa's original outfit makes sense given the context. Seventh Heaven was in the sector 7 slums. As a slum it wouldn't be out of place to see her slut it up, just like how your typical 80s redneck bar would have the folks wearing plaid shirts and the women have those shirts done with the belly exposed and knotted in the front.
That one is just some steampunk type shit that honestly belongs more in some fancy pants captain of the guard type of deal than a bartender.

Given the fact that they have Marlene run the bar whenever Tifa joins on missions, it's a safe assumption that somehow, despite being a bar in a slum, seventh heaven actually has a nice and well behaved clientele. True enough that they have perverts given Corneo's Palace and all that (which again, puts points towards Tifa wearing such an outfit), but they're apparently well behaved enough that they can have a 4 year old run the bar and it wouldn't be a warzone by the time they get back.
