Getting the thing to air on time is more important than quality control, and there's always the 'we can just fix it for BDs'. Studio behind the production is fully aware but just don't have the time to re-do entire sequences. Sometimes they get receive half-assed work by whichever ghetto studio they outsourced to and get fucked over.

How do they make these kinds of cartoons in the first place?
Every cgi animated show and movie seems to have some clipping issues, even big budget ones, and I don't just mean that famous bit in Frozen with Elsa's hair.
Skirts and dresses seem impossible to get completely right, at some point a bit of leg will poke out of the fabric.
I guess small elliptical patches of skin are easy to miss when checking for errors.
