That's the actual size of velociraptors in RL. Dinosaurs have feathers and evolved into birds. Ergo it was decided to make them like little fat pigeons with vibrant plumage.

one of the things that annoys me is people bluntly stating "dinosaurs had feathers and evolved into birds." Some dinosaurs had feathers, it's likely raptor species had feathers for display and environmental protection. Unless a species is found with feather imprints on preserved skin patterns with the fossils what kind of plumage, if they even had plumage, is entirely up for debate.
also these guys are from the future so it's likely the budgie raptors are designer pets.
