Not really, Riddler needs someone to consider a worthy intellectul rival, it doesn't need to be Batman. There was a pretty amazing run in the 2000s where he became a private detective for a while.
Bane technically is tied to Batman much more closely but I do like the idea of making him an antihero myself.

Lame gimmick villain that won't see much action anyway, because you can still play the sympathy angle with Cold or even the newest Killer Frost and then reuse them over and over again due to less focused motivation. DCAU Freeze is simply one of these characters that really don't work well in settings where you can't give a character proper closure.

That's true with most heroes, and it really bothers me:
When's the last time Spider-Man fought the Vulture, the Lizard, Sandman, or any of the B-listers he used to fight regularly?
Or Iron Man's rogues' gallery, with Blacklash and Blizzard and Whirlwind and Whiplash?
It kind of seems like writers are done with pitting characters against their traditional enemies/B-listers unless there's a specific, new story reason to do so - you never really see a whole issue dedicated to someone stopping the Griffon and Eel from robbing a bank, but they'll show up in the Hood's army or as part of a cold open establishing a wider story.
