This is only said by people who didn't actually read it and just parrot what they've heard before. Even Pre-Crisis when most of those complaints happened he had a different personality from Dick despite the identical background, he was more prone to anger as shown when he first fought Croc after having his parents killed by him. He also had a nice dynamic with Nightwing because of the fact that Dick is the one who got his parents involved in the investigation that got them killed. And his Pre-Crisis costume is great.
