It's been great all season long. The episodes were definitely written beforehand and as such aren't quite as topical as previous seasons, but pretty much every episode has been at least an 8/10 with at least one throwaway joke that absolutely obliterates my sides.
The previous few season have been roughly as hit or miss as the show always has been. There have been good ones where there were a lot of good current events to riff on that made phenomenal episodes, and there have been ones that just kind of fell flat because the guys didn't have much to work with.
South Park is kind of a troublesome show to marathon through. You'll go from 10/10 episodes that are among the best in the series to 1/10 episodes that you can't stop hating because every joke falls flat. That's why I think the pre-written nature of this season is working much better, everything is tight and well-produced.

This is the first season I've watched in a while but has it been a trend for stan to be more "subdued" like he is this season? The season makes a big point to stop kyle, the voice of reason, from making speeches but that was a job shared by Stan for most of the series. Yet now stan goes along with the status quo and doesn't seem like has much to do at all.

Probably but I don't think it will be as successful. The reason this season is so well liked aside from the good writing is the fact that the plot hasn't been done yet. Try to think of another show that is critiquing the PC movement in the way that they are. They are the first mainstream show to mock and recognize things like "safe spaces". Everyone is making fun of Trump and Bernie but South Park is the first to make fun of ultra PC culture. If they choose another theme next season it will likely be one that other shows are mocking as well and won't be as effective.

Stan basically only exist to just sort of react to whats happening the directly effect anything such as the "You're Getting Old" two parter and "The Cissy".
