I'll pick up that recent Batgirl when the trade comes out, but in terms of actually finding older stuff guess I'll just have to wiki and read through it all, hope some of it is decent.

I don't know about that, most of her DCAU appearances had her teaming up with other villains in some capacity. She just never found another character that clicks with her in the same way Brainiac does with Luthor, or Prankster with Toyman, etc. The closest thing she has was Parasite, and obviously that wasn't something that could stick for long.

Livewire's a pretty interesting character power wise. She can take on the Man of Steel, but only when certain criteria are met. She can absorb, store, and channel electricity but not generate it. If she powers up too quickly she will give herself away. She can use powerlines as a form of teleportation, but is not only bounded by the power grid but by an active connection. Technically an energy being, she doesn't need sleep, food, or rest but her body otherwise reacts more or less as a normal human body would. Contact with water causes an uncontrollable discharge of stored electricity and usually renders her comatose.

Because being in Hulk's Strength level is actually pretty common. They aren't in his league, because he's a Legacy Character. But many aliens and capes are in his Strength Range. To name a few

Juggernaut
Hyperion
Any Strontian
Apocalypse
Sentry
Thanos
Hercules
Just the common names off the top of my head. The thing is, nearly everyone on that list besides Hercules and Juggernaut all do other things, which make them more powerful.
Hulk peaked Strength. That's it, he's only strong if he gets his hands on you. And even that, Hulk can't do shit to things in Cosmic Tier or higher, because once you are at that level, physical strength doesn't matter. He is the literal example of the most powerful a character can be without getting into Cosmic/Deific bullshit.

Superman on the other hand has a ton of powers and even he gets his ass kicked because he's in the range that he can fight Cosmic or Deific beings, and many of those don't give a shit about punches.

Honestly I would very much like a change to Superman.
Replace the weakness go magic with Electricity. This still makes Captain Marvel and Black Adam as equal and a threat, since they have electricity. But better explains characters like Livewire and Parasite, as they sap his bioelectric Aura instead.
Really, doesn't change much. But its a clearer understanding for readers, since the rules for magic are always, "Its magic, we don't have to explain shit" it would provide some more consistency to fights.

Where as Hulk is the absolute strongest you can be, without hitting that next tier. He's a remarkable character for that.

Right now Magic is inconsistent as Magic Fire hurts him, but fire made by magic doesnt, for example. And Magic is internally inconsistent as Superman can be hurt by some magic and not others. Because that's how magic has to work, it has to be inconsistent otherwise they have to explain magic and at that stage it isn't magic, but a science and that fucks with more stuff as once you explain magic you can explain why it doesn't work.

Magic, you don't have to explain why it works, but you do when it doesn't.
Science, you have to explain why it works, but not when it doesn't.

Then you have characters like Livewire, Parasite as they are exceptions and you can remove them completely from the problem.

That's because of how much power he has, physically he isn't exceptional compared to other Strongs. But since he in essence warps reality to his will, albeit his instability is a problem. He's more powerful, since if I remember correctly he's a result of The Beyonder trying to live a mortal life and his power had to go somewhere and as a result a portion became The Sentry with the negative portion becoming The Void, with them being the same person.

That's pretty consistent. He isn't weak to magic, he just isn't invulnerable to it. As such magic interacts with his invulnerability based on how it works. Summoning regular fire with magic doesn't hurt him as regular fire is covered by his invulnerability. Summoning magical fire will hurt him as it's not covered by his invulnerability. It's the same thing as Kryptonite radiation versus regular radiation.

Regular radiation has actually hurt him recently too but that's just being silly given that if a nuclear reactor could hurt him then the sundipping he does should harm him.
Kryptonite in general is extra dangerous to Superman because his body is designed to soak up radiation and in this case it's a type that's actually dangerous to him.
