This means he can't have a real interaction with nobody, because his power is automatic. Not even if he wants to enjoy making someone suffer, because they'll only suffer if he orders them to. willpower is just a function of the interaction various chemicals and hormones in the brain. Kilgrave's powers are chemical based. Resisting his powers through willpower is like resisting drugs or poison or anesthesia through willpower.
It's not even comic book logic, it's just a common misconception about what willpower is, the same misconception that leads to telling people with depression to just get over it, that they just have a weak will, or people with ADHD that they are just lazy and should learn to focus, and that sort of thing.

That's not really how it works, given that "WILLPOWER" isn't exactly something that can be measured.
Depression is more a general dulling of emotions and stimuli. Things that SHOULD make you feel good don't, and you don't feel like doing anything because it doesn't make you feel better or in fact makes you feel worse.
