Meme characters usually tend to be the strongest.
Their gimmick is just that.
Meanwhile you have characters like Superman that still have a character even if you took their powers away with characters like Flash (doesn't matter which one of them) you are left with nothing when you remove the memeforce or whatever gimmick they have.
That's also the reason why you can have either Barry or Wally in the JL with no difference at all because the character is pointless what matters is his power/gimmick.
