You need more clarity here, are you talking TV only, live action, films only, animation, etc.
As far as television goes, Flash is better than most animation, which is among the best, because today, they can get more bang for their buck than they could when the better animated shows were being made. And any superhero universe needs a certain amount of EFX to work, which even in animation, means money.
On a different network, Flash could be better.
I doubt enough people would watch the Question on HBO, unless they made it very much like the first season of True Detective, and even then, not sure if it would go over. I think a Charlton universe show, based off of the Multiversity book, would appeal to the creatives, they would likely have more leeway and it would be edgy and have, possibly, the kind of cachet that HBO craves.
Gotham looks like they spend more money but it's just too bat shit crazy and not in good kind of way because of logic fails (mostly). I have free Netflix access and just can't be bothered to see DD.
