I don't think this is terrible, I just think it's completely average.
It's really hard for me to summon enthusiasm for B&RE. The only part of the story that's interesting at all is reintroduction of Cassandra Cain. My eyes glaze over all the parts that don't involve her, but since she's so different from the original version, with apparently a completely different backstory, I don't feel the nostalgia for her. And since her contribution has been so lackluster with none of the cool physics-defying stunts that she was known for, there's no general excitement either.
I mean, it's better than Convergence: Batgirl and Futures End: Batgirl, but those were absolute shit so being better than them is hardly an accomplishment.
Seeley's issues have been the most entertaining so far, but that's because he actually understands that the big draw of this series is about the Batkids interacting with one another. The plot has been really mediocre,

Haven't read this yet, but at least #5 had Tim Drake written like a human being, which is better than any other story with him in the New 52.

Pre-Flashpoint Steph & Cass's awkward, mismatched friendship borne out of mutual lonely desperation was one of the absolute best relationships in the DC universe, and they're pretty much just straight attempting to replace it with Sideshave the Hedgehog. I assume it's to lend legitimacy to Harper, but it fosters resentment more than anything.
