Germany has a plenty of good cartoons although they're usually a decade or so behind American trends. Nothing too complex but usually watchable.
French ones are basically condensed waifufaggotry and get more praise than they deserve.
On topic: any Polish cartoon from the last decade. It's all "ironically" poorly drawn shit for middle schoolers. There's literally no animation industry there apart from this according to all Poles I've talked to about cartoons. Apparently like 80% of them are also made by the same guys.
