If memory serves me right, the first time Hal used his ring to create the uniform was in one of O'Neil's stories when GL was a back up feature in Flash. Other writers also used it after that, but it was not consistent when was he wearing a construct and when a real uniform.
In this case though it is irrelevant since he is in control of the ring anyway.
