That's what I use in my tacos. I knowledge not "authentic" but fuck you, they still taste good.
How I make my taco meat:
>brown however much meat you need
>drain
>run through food processor
>return to pan
>add one taco bell seasoning packet per pound of meat, little water and taco sauce
>cook more until sauce thickens

I would imagine it's to make it taco bell consistency for the ground beef instead of the slightly larger bits you normally get by just mashing it up by hand as it cooks.
