County jails here have no cooking equipment at all, at least the ones I've been to. COs would wheel in a Gatorade tub filled with hot water, so all cooking was done with hot water only. Still made some pretty sweet hookups, I preferred spicy corn chips as a garnish, sometimes spicy pork rinds. The spanish dudes used to make this this called mufungo or something, crushed up chips and crackers and stale bread to make a dough and stuff it with summer sausage, spicy mackerel, chili, noodles, whatever they had.
