Pre-heating is done for the sake of precision in timing.

If you don't care too much about time, and you cook by feel or sight, then there's no reason to pre-heat. If you need precise time frame, then, yeah, you pre-heat your oven so that the temperature is constant.

no it isn't.

i mean, that's one reason. but there are also other reasons. putting bread in a cold oven is a dumb idea. anything that involves reaching a hot temperature on the outside quickly needs preheating.

you don't always need or want to preheat but you do want to be in control of the rate at which the food arrives at a specific temperature which means sometimes preheating is appropriate.
