Is keeping rice in water in the fridge good for keeping it from going hard and stale, or will it just go bad?

You're just going to make it mushy. Best way to use old rice is to make a stir fry with it. The chinks have been doing this for centuries.

i just keep rice in a bowl with some plastic wrap, lasts up to week im pretty sure.

Rice becomes hard when it's cold because it reverts back to a crystalline structure. It becomes soft again once it's reheated. If it gets dry you can just mix in a teaspoon of water or so and reheat it covered.
