For a little starch the boiling and steel wool is a bit much. Just letting it stand should solve the amount in the OP.
Boiling is for carbonized, baked in stains.

Looks like someone burnt rice on the bottom and scratched it off with a knife. Use a brillo pad and soap to buff it out.

Whenever I get starch like that on my pots, I just soak it over night and it usually comes off fine the next day.
