For the price i think Hoki (blue grenadier), but they're all pretty fucking similar and second grade to salmon

For cheap, widely available white fish, dover sole is pretty good. Far better than tilapia.

Apparently in the US they can sell other things as dover sole.
I was going off of Trader Joe's "dover sole" (frozen fillets) compared to any tilapia or cod.
I guess it's not the real thing, but it's still much better than your average white fish.
