Being the loser I am, I've looked into this.
Apparently, Coke has the ability to distribute both Dr. Pepper as well as it's own Pibb brand.
Dr. Pepper is owned by an independent company that uses Coke (and, IIRC, Pepsi) to distribute their drink, for whatever reason.
Because of this, Coke will only distribute Pibb to an area if the demand for Dr. Pepper isn't high. I guess it's cheaper for them to distribute their own brand in place of Dr. Pepper.
