I want to get into cosplay after few year break but I'm not really interested to make fake boobs or bind. I want some recommendations of characters with small boobs. Hard mode: the character is not a child or teen.
I though Jinx would be almost perfect but then I found out how overcosplayed she is and lost interest.

There are cute flat chested characters out there but you will kind of have to deal with the fact a lot are teens. But I mean a lot of people with big boobs are also cosplaying teens technically, just more well endowed teens. It's just having a limit for too young in my opinion.
A good cosplay in my opinion is something like Taiga from Toradora. For example since Toradora ends on a note where they are graduating high school, it's not too bad since they are not too young at that point. Anyway some other ideas are Rei/Asuka from Evangelion (their boobs are too big), Madoka from Madoka Magica also other girls from that anime are relatively flat, Misaka and Index from To Aru Majutsu no Index, Kanade from Angel Beats, and Ichigo from Tokyo Mew Mew is relatively flat.
If you want more recommendations I can give more but it's all anime.

There's a lot more to a character than the size of her chest, and it's hard to make recommendations just based on that.
First of all, I'll say what I always do, which is that it's always best to watch/play a series and pick a character you like, rather than relying on the internet to pick characters you know nothing about.
That said, if you girls want to give more info, we can probably come up with recommendations. How tall are you? Are you small-chested, or flat? A skinny stick figure, or pear-shaped with wide hips etc.? Do you think your face suits young characters or more mature ones? What's your comfort level for exposure and costume complexity?

Rin from the Fate series is always a good choice for moderately-chested girls, especially if you're on the taller side. She has a lot of costume variants if you want to do something more interesting than her normal outfit, too.
And speaking of characters with a billion costumes, there's always Miku. She's overplayed as hell, but it's not hard to find a costume you like that hasn't been done much.
Milinda from Heavy Object is pretty small-chested and I'd love to see some good cosplay of her, but she might be too young-looking for OP.
Robin Sena from Witch Hunter Robin, she is 15, but she looks older
Ashe from Final Fantasy XII, though her regular outfit is a bit of an eyesore, she has two other outfits and a couple from Foretress' concept art.

Im a 32 b, so i feel you. Have you considered armor heavy characters? That's usually what i cosplay. FROM software is a good source for non slutty armor. Also i think some western cartoon characters might be a good option, like Pearl from Steven Universe and pretty much anyone from Adventure time.
Takao from Arpeggio of Blue steel is relatively small-chested, and she's got a much more mature face than most girls of her physique. Might be good for some of the people in this thread. (She's also awesome, by the way.)

I'm a 30DD and consider myself pretty small chested. I could probably do Morrigan and most other chars in this thread with 0 changes to my bust besides a good bra, for BRS/Jinx I'd probably need a pretty fucking good sports bra or an outright binder. they are pretty much flat, the others here are small chested. it's all about the ratio of body width to cup size.
since this is small cup general, anyone got any special tricks on taking their bust down just 5cm or so? a smaller cup bra generally makes my tits pop out of it more, is sports bra my only option? (sports bras often give me the dreaded sore nips)

A lot of characters ITT (Tiki, Clover, Ichigo) actually have quite sizable chests compared to other characters. It's odd that they would end up here when 80% of anime characters outside of harem anime are flat-chested. Look at anything KyoAni puts out, any idol show, or any mahou shoujo show. Look at Pokemon, Disgaea, or any large-cast shounen. There are also "prince" characters like Kashima that are flat-chested. Of course you won't find a lot of non-teens because they're underrepresented in anime as a whole. I feel like it's actually much harder to find characters with large chests that aren't from shitty harem shows or visual novels.
