I used to work for the American post and the real issue usually isn't the price, it's that they will take literally 0 responsibility if something happens. You will be so screwed if the item goes missing or is damaged, because they will either not allow you to get tracking or insurance or it is ungodly expensive. Shipping untracked/uninsured isn't usually too much, about $15-20, but you take a huge risk in doing so. Full insurance and tracking abroad can run from $45-90 USD. There are few exceptions to this, but that's the norm.

It's not. A priority mail international padded flat rate envelope is about $25. You can look up all of the pricing online, and buy the postage online too. There can be a pretty substantial savings if you buy online. I'm perfectly happy to sell internationally if it fits in a flat rate envelope because there's no weighing or guess work, but stuff that has to be boxed and packed is a big hassle as I don't have a totally reliable scale at home. The post office price is easily $40 and up, and few want to pay that.

It is. It was a flat rate envelope. The post office doesn't have to scan it unless tracking is paid for. Those flat rate envelopes don't include required tracking. It's all optional for the mail carrier. So basically if they don't scan it, you could lose your item to PayPal tos.
