Honestly I don't think 62-65 is all that small. Those measurements are fairly commonplace among young women in East Asia. Going well over 70 seems more surprising to me considering lolita's target demographic.

I think it's always been a bit more forgiving - unshirred brand from a decade ago is obviously smaller than recent releases, but quarter/half/full shirring dresses have been around from pretty early, and are clearly designed to cater to a larger sizing range. Even with older shirred pieces they certainly go up to what would be considered large for a young woman in Japan (talking over 70cm waist and 88cm bust, which is fairly large on a petite 5' 2" frame which is average height there)
I'd kill for this dress. Never seen it anywhere--the OP is ugly and a balls-ton of $$$ and the skirt has no oomph to it.

Shirring isn't supposed to be stretched out a lot either. Maybe you're confused because Meta used to make huge pieces, often without shirring. Only their much older stuff, though? I can't think of a VM dress I've seen in the past 5 years or so that had under 68 max waist and most even then are 70-72. I have 2 JSK's from 2001 and 2004 respectively that are 68cm waist but nothing smaller than that.
Skirts yeah, but not dresses. For whatever reason skirts always seem to have the tiniest waists of all releases in every brand, like under 60cm minimums and barely any stretch, which I'll never understand (looking at you, IW). IDK about MM's sizing, though as I haven't owned anything from them.

Keep exercising. I don't know how long you've been doing it, but your muscles will swell up for a little while before they tighten back down. You'll get bigger before you get smaller, you just have to stay consistent and make sure you don't become discouraged by the temporary change.

Oh yeah..... Chibi Tenshi's managed to snag me the new re-release of my dream Boz nun dress, in my preferred length and colour, which sold out pretty much immediately.
It lacks the buttons running up all of the way up the sleeves, and the side lacing from one release, but it's close enough.

Despite that, I'm pretty torn about selling and would much rather keep it if I don't get a good price. Okay. So. You're going to have to look secondhand, which is where most people find their dream dresses. This is why this thread is filled with links to auction sites and consignment stores. Furthermore, you will probably have to pay scalper prices for Misty Sky, and I'm pretty sure the OP is the most popular. I'd say prepare to pay between 600-1000 for it.
Most consignment stores you can buy from directly. I've seen Misty Sky pop up on some of them, so you just kind of have to check regularly for updates. Here is a list of stores:

Lastly, auctions. Yahoo! Japan Auctions and Mbok are auction sites you can bid on using a shopping service. I use From Japan, and there's others such as Japonica, or real-life people like Chibi_tenshi that will bid for you. Since you're looking for Misty Sky, that's a popular print that you will find easily. Just use "misty sky" or "angelic pretty" as search terms. If you win a bid it will be sent to your shopping service domestically, and they will send it to you.
