I specifically said Syrians in Germany because the German government is handing out money and entrepreneurship grants specifically to Syrian refugees, with a dodgy requirement to prove citizenship/nationality due to the fact that they fled their country at a moment's notice and aren't expected to have ID. It's the perfect time for the perfect welfare crime.
