no, it's much more complex than that. They keep prices low until they push out all possible competition. If someone comes in locally and undercuts their prices, they can just price gouge until they go out of business. Look at companies like Youtube. It used to be ad free. Now it has 30 second ads you can't skip and a paid version allowing you to skip adds. Why? Because they hold market share over basically all the non-porn videos on the internet and nobody else can compete.

Basically they would have to not pay certain members of government committes and departments enough bribes to get broken up. It's really arbitrary and probably has more to do with public sentiment and connections than anything else.
