Most traders don't trade penny stocks because:

A) They understand that stocks without exchange listing are illiquid, opaque, and prone to fraud/manipulation.

B) They have more money, so they trade more expensive stocks.

You don't need any books or videos to understand how to trade penny stocks. You buy when there's little interest and wait until it's being pumped via social media. Sell when it gets hyped.
