In a tech business context you would build a website that presents the product or service that you want to sell and then do some basic marketing (like Adwords) to determine if anyone wants to buy your shit. If they do, then congratulations -- you've found something people will pay you for and a way to reach them. After that -- you only have to produce that special thing and you're officially in business.

That's how you scientifically determine value in IT / online businesses. I'm not sure how the lean approach we use in the software world would help when it comes to other businesses, but based on the fact that you can almost precisely target a "customer segment" (Facebook ads are good for this) -- it should also be a useful tool when considered whether a brick and mortar business would be worth your time.
