Take Zimbabwe for example, Mugabe inflates away the wealth of his people as much as possible. If he would allow them to work and create wealth, his government would have more money as well. Surely they know this.

That's a stupid as fuck theory. Compare the North Korean elite with China after they liberalized, all the same people stayed in power positions but just got massively richer. You can control a wealthy nation just as easily and maintain power.
