Correct me if I'm wrong but isn't Communism just another form of capitalism, just with a more government based market?

"True communism" has never come into play for it requires socialism first to be implemented and the culture of the people to change from a culture of a capitalist people.
If communism did happen unlikely in our life times if at all, everything would be worker owned not government.
