Charities do what the government should do but don't so they get little cool benfits.

remember the earthquake in haiti? the red cross raised 500m and built only 6 houses. the wounded warrior charity raised 800m and spent most of it on "overhead" and salaries instead of helping veterans.

They help, but not as much as the general public would think. As with all large organizations, there is a lot of resource wastage. And quite a significant sum goes towards paying its executive's salaries as well.
