Some people approved this because they thought they couldn't lose and wanted more money.
Some people who were supposed to prevent this looked away because it was in their financial or political interests.
When it call came crashing down the people who were supposed to prevent it ducked blame, the people who approved were bailed out, and the people who borrowed were fucked.
