Happen at the end of Q3 in 2015 because of China and in Q1 2016 because of weak US and Europe.
Fed just got unlucky have rate talk around that time. Just .5 percentage points wont make a real difference compared to 0 or .25.

raising rates would be bullish for stocks. they have to raise rates to save pension funds eventually. if they dont, usa goes down the toilet with eu which is uncapable of rate hikes and therefore doomed.
